add LLMStreamStartEvent and LLMStreamEndEvent (#5890) 
These changes are needed because there is currently no way to get
logging information about Streaming LLM requests/responses.

I decided to put the StreamStart event AFTER the first chunk so there
aren't false positives about connections/auth.

Closes #5730

AutoGen Core

AutoGen core offers an easy way to quickly build event-driven, distributed, scalable, resilient AI agent systems. Agents are developed by using the Actor model. You can build and run your agent system locally and easily move to a distributed system in the cloud when you are ready.
