feat(evaluate): serialized URL instances (#15023)
Add support for returning [URL][] instances from `page.evaluate` calls. Follow the patterns established by `Date` and `RegExp` serialization. [URL]: https://developer.mozilla.org/en-US/docs/Web/API/URL
