In the process of completing the task -
https://github.com/microsoft/playwright/pull/23348 , I didn't notice the
need to pass headers to the session deletion method. So I fixed it here.
And support headers for selenium@3.

This wraps happy eyeballs in two places, the place where we make the
JSON request to Chromium and the actual CDP WebSocket request.
It required changes inside our happy eyeballs implementation since the
[websocket library does not
set](https://github.com/websockets/ws/blob/master/lib/websocket.js#L714 )
the `clientRequestOptions.hostname` field, it just sets the `host` field
where we then fall back to when its not set.
This test would pass before Node.js 18 and fail after Node.js 18 without
my changes.

feat(proxy): unify local network proxy behavior ( #10719 )

When configuring a proxy, Chromium requires a magic tokens to get some
local network requests to go through the proxy. This has tripped up a
few users, so we make the behavior default to the expected: proxy
everything including the local requests. This matches the other vendors
as well.
NB: This can be disabled via
`PLAYWRIGHT_DISABLE_FORCED_CHROMIUM_PROXIED_LOOPBACK=1`
